[NEW] devel/p5-Data-IEEE754 + TEST_DEPENDS

Hi ports@,

Here is a new port: devel/p5-Data-IEEE754.

Also attaching devel/p5-Test-Bits, which is a required TEST_DEPENDS.

Both are dependencies for the upcoming p5-GeoIP2 port.

This module provides some simple convenience functions for packing and
unpacking IEEE 754 floats and doubles.
