[NEW] net/p5-Net-Works

Hi ports@,

Here is a new port: net/p5-Net-Works.

It requires the previously posted devel/p5-List-AllUtils, and is also a
dependency for p5-GeoIP2.

This module provides an alternative API to NetAddr::IP that aims to address
the biggest problems with that module's API, as well as adding some additional
features.
