It's not just OpenBSD that has these rules, it's pretty similar on other unix-like OS, though there are differences (AIUI Linux just looks at 'major' at runtime, whereas our ld.so considers minor versions too). So their versioning is probably a bit broken for other OS too. What you should do here is bump the major version and reset the minor version to 0.
