If it's easy to include the docs, I'd just say include them. But I'm not
really keen on importing one sphinx theme per python port because they
all want their own customized docs.

The usefulness of the docs in some package is arguable (to be able to
read them offline) but in the case of pip, if you don't have an
Internet access, I'm not sure how useful they're going to be anyway.
