Neither a vote for or against removal but if there's concern over the
stagnation of this port and we would like to keep its uniqueness, there
is an active fork of xpra here: http://xpra.org/

Indeed, it's even linked from partiwm's readme:

"If you're looking for xpra, "screen for X", then this is the original
repository -- but you probably want to instead check out the fork at
http://xpra.org";


I haven't used it for a while now, but if I remember well, the code at xpra.org doesn't compile properly on OpenBSD and/or is not fully functional without other components which don't compile properly. So, unless someone make a functional port from xpra.org, it's better to keep partiwm.
