As you wish. If you have reason to believe that upstream is willing to fix them, sure, tell them if you want to. If you already know that upstream is dead or uncooperative, don't bother. Note that the "WARNING: lower case character in document title" should be ignored. Perl manuals in general do not follow the convention to make .TH all caps.
