The gtk2hs-buildtools from the git repo (https://github.com/gtk2hs/gtk2hs/blob/master/tools/gtk2hs-buildtools.cabal) are also 0.13.0.4 as available from cabal (http://hackage.haskell.org/package/gtk2hs-buildtools). I find it not useful to keep a port, if you get a detailed install instruction at the project home (it is not, what you asked for - but why do work twice). There are also more up-to-date versions of cairo and glib available using cabal (searched, not tried to build - using the haskell-platform which I downloaded today on the latest snapshot).
