I think not - quirks is code which has to run for every single package update, imho it's meant to be for extra-special cases and fixing up past mistakes - also in that case we'd have to choose between having a port in x11/openmotif producing a package named motif (which seems a bit awkward), or making it hard to look back through CVS history..
