Ah, yes, svnsync requires at least a 1.4 server.

With 1.3 and older servers getting a mirror of revision history
requires administrative access to the server.

There are old Subversion servers out there in wild, all the way
back to 1.0. If p5-SVN-Mirror can replicate from those over network
then it fills that niche nicely and should stay.
