Thanks. (not that anyone's going to change this and still expect to
have a working system, but still..)

That's not a problem, the "fix" for this is to make the chroot directory
owned by the user running BIND, which is a Bad Idea.

I have, the directories needed by the default config (which,
for now, is still from base not from the port itself) are writable
and this works OK.  I've also tested pushing a bunch of resolver
queries through it using queryperf, and tested dns64.
