I've no strong opinion here, the name is from before the aucat->sndiod
change, but sndioctl is nice and would work as well.

Yes, the long term plan is to have a common api for hardware and
sndiod mixers and a single utility to control both.

On the other hand there are other parameters that are not specific to
audio and don't fit very well in mixerctl (ex. daemon configuration,
start/stop/relocate control, and so on); so there might be two
utilities, not sure yet.
