I committed it as emacs23 on purpose, as there are quite a few users of emacs21 who can't, don't want or have other reasons not to migrate and forcing them seems harsh. And it was agreed with various porters that having a separate directory for emacs23 would be best since there were other changes between 22 and 23 that'd require rewriting parts of .emacs.
