If this goes in I'd like to see this comment trimmed a bit so that
it's very clear that PERMIT_* must be changed if we add any patches.
Maybe something like:
# May only be used with the author's "tarsnap" service.
# May not be modified.
Also please @sample the config file into ${SYSCONFDIR}/tarsnap.conf
