Yes, and it's GPLv3, so I'd to check which other ports may probably link against the libgs and wether they would still be compatible. Since the change from 8.63 to 8.64 are annoying enough (source tree layout changed), I'd prefer to put in 8.64 first, and update to 8.70 after it.
