MODULES vs LIB_DEPENDS

If a certain module is defined, does it also need to appear in LIB_DEPENDS?
For example, if MODULES=lang/ruby, is it necessary to set 
LIB_DEPENDS=ruby.>=1::lang/ruby?

I noticed some ruby gem ports do it and others don't.
