You actually cite the explanation yourself, let me rephrase:

 * good reasons for standard -> adhere
 * stupidity    in  standard -> work around

Standards are means to get work done, not ends in themselves.
More often than not, compatibility to standards is required for
reliable operation, both of your own and of other people's systems,
and that constitutes a good reason to usually adhere.  But in the
case of xpdf, compatibility is not at stake, and other good reasons
for DRM in xpdf are, hummm, not as obvious as its inconvenience.
