I've corrected my mistake with ${SYSCONFDIR} in Makefile, MESSAGE-main,
PLIST-main and MESSAGE-cgi.

Well, this project names "apcupsd" now, it was greatly reworked since
apc-upsd, so I think it's not good idea to call it "apc-upsd".
