addr 04: 0bda:2838 Realtek, RTL2838UHIDIR

You either have to run dump1090 as root, or fiddle with owner/group
membership of your user, to adapt /dev/usb* and the related /dev/ugen* to
allow it to find the device.

then you should be able to run:
dump1090 --enable-agc --interactive --net

and point your browser to: http://127.0.0.1:8080/
