Instead of setting the default to 8.6 and bumping revisions,
I'd like to set each port individually to 8.6 (or 8.5 for those that 
can't make the jump).
Once all Tcl/Tk-using ports are set, the default can be changed to 9.

This will avoid a large, sudden change to the ports tree, the work can be 
done more relaxedly, and is forward-looking. Some ports are in need of 
updates, which can be done along with their jumps to 8.6.
