[new] pygml, dependency for pygeofilter update

hi,

pygeofilter added a cli in an upcoming update, and that made me realize i
forgot to port pygml, because when trying the cli it complained about it:

"/usr/local/lib/python3.13/site-packages/pygeofilter/parsers/fes/base.py", line 
4, in <module>
    from pygml.georss import NAMESPACE as NAMESPACE_GEORSS
ModuleNotFoundError: No module named 'pygml'

so here's a port for geo/py-pygml, oks welcome
