Flavours are for builds with different options from the same source tree, producing essentially the same thing (e.g. a port which must be compiled to use some type of database, and you want to provide support for mysql/postgresql). What you're asking for would mean having two separate *non-conflicting* ports with different versions of boost, and adapting the other ports to use one or other version of them, that would be _significantly_ more difficult and time consuming than adapting those ports which depend on boost to cope with upstream changes.
