The Swedish mirror staken.kth.se is currently updating the packages 
$ grep libvorbis NOW/latest-pkg-stacken  
       702199 Aug 06 12:44 libvorbis-1.2.0.tgz
        13037 Aug 08 17:57 p5-libvorbis-0.05.tgz

So you have to make sure you are not using a site with a incomplete mirrored 
pkg selection

BTW if you are in Holland using, ftp.stacken,kth.se (secondary mirror) and 
ftp.plig.org (UK) are you best bet.
I use a combination of a script and ".netrc" to check for mirror status from 
the main Alberta ftp site. A snippet from the output about an hour ago shows 
how some mirrors are days behind ftp.openbsd.org:
