devel/p5-Data-UUID: Update to 1.227

Hi, ports@:

   Here is a patch to update devel/p5-Data-UUID to 1.227, which
upstream said:

    Changes for version 1.227 - 2024-03-18
    new maintainer, GTERMARS
    add basic GitHub Actions setup for testing
    typo corrections in POD (thanks, Paul Johnson)
    eliminated use of state/node files in temp directory, addressing 
CVE-2013-4184.


    It build well and pass all tests on amd64-current.
