You want an explanation, go read cvs log. It was a tedious endeavor to write bsd.port.mk(5), and sometimes ports(7) and bsd.port.mk(5) will get out of synch. This is a long-time issue: documenting the same thing in several locations is usually a good away to forget updating one. Eventually, someone, most probably me, will fix this... it's been noted, I'm just doing some other things right now.
