There were TLS errors in the log you posted from the standard (libressl) package. Can you show logs from the openssl flavour (or compare them yourself with the libressl ones) to see if there are any differences which might give a better clue what's uo? Some 802.1x auth backends are...shall we say...suboptimal in terms of TLS support; unfortunately by the nature of 802.1x / WPA-Enterprise we can't just point a client at such a server to more easily debug. (In the case of eduroam, wpa_supplocant parameters and TLS negotiation would be down to the target RADIUS server rather than anything general to eduroam)
