i386 LLVM 16 failure: lang/gcc

Seems not to be broken on amd64. Various errors like this:

ld.lld: error: symbol 'file_location::file_location()' cannot be preempted; 
recompile with -fPIE

Full logs attached.

This knocks out a lot of ports (Fortran -> blas -> numpy -> boost and
some others).
