I've added that as a BUILD_DEPENDS and committed it. It's also used at
runtime by exim_id_update, I'll leave it up to you to decide whether to
add as a RUN_DEPENDS or just leave it optional.

I am not sure exim_id_update is useful enough to justify p5-File-FcntlLock being in RUN_DEPENDS for everyone. But maybe this should be a remark in upgrade75.html so people with large spool files can convert them.
