Another port for LibreSSL regression testing. This currenly only has
vectors for Ed25519 (and age, which isn't of interest here). It will
allow us to validate that we treat all sorts of corner cases the same
way as the Go standard library and as the various openssl versions.

I'd like to import this after unlock so I can land the corresponding
libcrypto regression test. While the license would allow us to import
this into the tree, I think it makes more sense to stick to the already
well-established way.

I'm not particularly fond of the name and happy to take suggestions.
While cctv is kinda cute, it doesn't tell me at all what it is about.
It also feels a tad generic. cc-testvectors isn't a whole lot better
though.
