When I woke up this morning I took a look at the tpm's in more depth and proceeded to write some perl with XML::Parser to traverse the dependancy tree. I think this is certainly do-able, I just need time. I will have time in a couple of weeks or so.
Obviously you can't do it alone, and a TeXLive-port would be used by the other BSDs as well.
