remove www/twill, py-quixote?

These are very outdated in ports, tests in www/twill are broken ("No
module named 'twilltestlib'"), and have been unmaintained in ports
since 2014 (quixote) / ~2009 (twill). Would anyone like to update
them (they are both still maintained upstream) or should I just
remove them?
