latex is a typesetting system. It is not a latex distribution in
itself. So you cant really download and run "latex" as such. You need
a distribution:

A distribution is the latex compilers and a "texmf tree" (or 2 or 3).
TeTeX was a very good distribution, but now Thomas Esser (the main
TeTeX guy), has abandoned TeTeX and joined the TeXLive team. You can
see his discontinuation message here:

TeXLive makes a new release every year. The texmf tree is kept up to date.
Yes, you can use TeTeX, but you will be using older compilers and texmf.

Also texlive has the new xetex system which has a the new opentype font engine.

All of my TeTeX documents build just great in TeXLive.
