Tweaked version of these attached,

- py-telegram should use FLAVOR=python3/FLAVORS=python3 as it's a module

- drop MODPY_VERSION from tg, 3.x is the default. use ${MODPY_FLAVOR} for
rdep.

- set NO_TEST

Those are ok with me when tdblib is in, will have a look at your updated
tar for that when I have time.
