New: libtar, needed for Blackberry backup port coming soon

Libtar as the name implies is a library for reading/writing tar (posix 
and/or gnutar) tarchives.

This port is fairly simple and is needed for barry-gui, which I will 
send once I get some communications lockups isolated. Then I will be 
free of the last reason for keeping a real MS-Windows partition on my 
desktop.
