how about using ${SYSCONFDIR}/vpnc/default.conf instead?
that way, you have all config files in one directory.

I was thinking about that but at the time I found something that made me want it in /etc/vpnc.conf. Now I cannot really remember why, other than consistancy with the source and a feeling that a file named <util>.conf was more OpenBSD'ish, but ${SYSCONFDIR}/vpnc/default.conf works fine, too, and since that has been committed, I see no point in changing it.
