No. What started this whole thread? You need X to build the nmap-no_x11 package, because the build dependencies drag in Tk, which depends on X. The no_x11 indicates that there is no _run-time_ dependency on X. Once you've built the package, you can install it on machines without X. I think we do not need to suggest to new people to install the X filesets "because you'll need it to build ports". New users should be using binary packages anyway, not ports.
