What Adobe want you to do is sign a distribution License agreement for Flash Players. What scary SH*T is contained in that I don't dare see.

That is assuming that the repository is on a computer and that the
transfer does not take place using smoke signals or a taut string
between two tin cans.

I'm sure Adobe's Lawyers with enough monetary backing will make a network exist in court out of just about anything.
