Yep. I've been seeing this since upgrading to 14.3-R (about a month) as
well while trying to test builds on both 14.3 i386/amd64 as well as
15.0-C i386/amd64 using poudriere-devel. I figured it was just because
they were both somewhat new and maybe some things needed to be adjusted.
Still seeing it, though. Everything needs to be built from scratch every
time. No packages are being fetched anymore (which is a pretty big time
killer.)
