What about people that contribute to ports and run poudriere testport

This fetches precompiled packages for dependencies (like rust) if these packages are available at the repository:

poudriere testport -j jailname -v -p local -b latest -c -i -o category/port

Key option here is "-b".

Of course, this is only true if the repo package version matches the port version. If port version is newer, you're still building the dependencies.

I've always hoped for an option in Poudriere that would allow the option to build *ONLY* ports with non-default OPTIONS configured and simply fetch whatever the latest repo package versions are for everything else. That would probably save me about 20-30 build hours per month, which would certainly be nice.
