With your sample, no OCG is moved to the output. But this might be due to all OCGs being active. At least, include two files with two active and two inactive OCGs (ocg-first.pdf and ocg-second.pdf) and the output from pdfunite including which file was first to be merged (first-ocg.pdf and second-ocg.pdf). Content from the second PDF document isn’t included at all. I think the whole issue requires further inspection (when Albert isn’t against this) and probably many different reports.
