I think this was the RT to do. I tried to build poker-network from
scratch and got this error:

I looked back in the revision history and say the files related to
conf/poker.client.xml.in and upgrades/poker.client/ had been removed in
r6200. I assume it was an accident to forget to remove the fact that
the build system loops over it. See my commit in r6214 for details. If
this was the wrong thing, please revert.
Perhaps there should be an upgrade operation that leaves the file, but
empty? Can the upgrade thingy handle removing the file?
