I got Spotty.debug output in the log (added
log44perl.logger.plugin.spotty = debug to ./prefs/log.conf)
No need to edit that file: there's a UI for this :-).

What I still don't understand is whether you'd get any playback at all,
any audio. When you say "plays 1-3secs" is this audible playback, or
just some progress bar moving?
Check the server.log: are there still those 429s?
You mentioned "native" players. Please only use them to debug this
issue, no DLNA or other players. And what kind of players would that be?
Would it make a difference if you disabled SPT -> Ogg direct playback
(Settings/Advanced/File types)?
