On slackware the ntpd controlling script is /etc/rc.d/rc.ntpd and it has a
restart capabilty. But when root commanded `rc.ntpd restart' the system told
me that I didn't have permission to do this. Since the file is owned by root
and has 755 perms I'm puzzled why the command didn't work.

I know nothing about Slackware's ntpd setup, so in place of actual knowledge, I'd suggest this (all as root):

rc.ntpd stop
ntpdate pool.ntp.org
rc.ntpd start

The ntpdate command will force the system's time to update, even if it's a long way out of sync with standard time servers.
