This is not necessarily true. In my current field of work, I talk to a lot
of people using home-based internet connections, and some of them do have
Comcast cable with a router/modem device. I will say that they are typically
far better than the Actiontec DSL modems, but they still don't always do
what I want.

Further, many (if not most) DSL modems can be configured for "bridged" mode,
which turns off the router part and makes it act like just a modem, as you
describe about cable modems.
