for low cost time and attendance systems you could ask for info from
1) www.arterionsystems.com or email [EMAIL PROTECTED]
cant really point out the best among them since it would depend on your
needs. arterionsystems however is based here in the philippines
and focus on employee identification systems. they are low cost but not
open source.
so it really depends. hope you find a good one.
