To me, this is a natural-selection type thing. If a group of people speak 
Mandarin(primarily, with maybe an extra language added for luck), yet contribute 95% 
of the incoming code, they should be allowed to speak any damned language they want :) 
Although, having an "Official" language is a good idea. Just make sure we're flexible. 
I imagine most active developers on the plex86 project speak English as a first 
language. If this changes, though, I think the "Official" language should be changed, 
as well.
