I've added proposed release schedules for Plasma for 2020. It sticks to the current formula of three releases a year, repo freeze before the KF5 release, beta after the KF5 release, .0 3 weeks after that, then five bugfix releases in 1,1,2,3,5 fibbonchi week periods.
