REVISION SUMMARY This is in preparation for allowing for Firefox to suspend download jobs which makes a suspend to as look like a cancellation. TEST PLAN By ignoring a cancel event after suspending a download, I can now pause and unpause properly. However, cancelling while paused obviously doesn't work anymore then. So, this needs further work overall but this patch is a preparation step for that.
