REVISION SUMMARY The current 15 seconds timeout is really annoyingly long. NetworkManager ignores/refuses most rescan requests when bashing the button, that's the reason for the cooldown (preventing flooding NM via dbus). I also took away the scanning event altogether since it had been removed anyways.
