TEST PLAN
Compiles. Scroll bars hover fine in both widgets and QML apps.
Should this perhaps use
bool widgetMouseOver( ( option->state & State_MouseOver ) );
like in `scrollBarArrowColor` so that it maybe gives a hover effect in this
case?
