REVISION SUMMARY In Desktop containment we reject any drops in the first place but in Folder you can always drop a file where we would then also offer to create an applet which will do nothing if widgets are locked. BUG: 383371 FIXED-IN: 5.10.5 TEST PLAN Verified that dropping a folder onto the desktop when locked no longer offers to create an icon or FV plasmoid. When widgets are unlocked it still works as before.
